"BRD" Wanderpokal Association By-Laws
Purpose
The purpose of this association is to promote adult competitive soccer and camaraderie by continuing the tradition of the annual "WANDERPOKAL" in the spirit of its founding German clubs.
Colors
The official colors shall be the German and American national flags.
Member Club
A Member Club, hereinafter called "Member", shall be a Club who has participated in a minimum number of "WANDERPOKAL" tournaments as stated in the Standing Rules.
Associate Member Club
An Associate Member Club, hereinafter called "Associate", shall be a Club who has not participated in the minimum number of "WANDERPOKAL" tournaments as stated in the Standing Rules. When an Associated has met the conditions of becoming a Member, the Associate must request Member status from the Wanderpokal Association.
Duties of All Member Clubs
To uphold the By-Laws and Standing Rules of this Association. To serve on committees when called upon. To attend official meetings when participating in an annual tournament.
Host Club
The Host Club, hereinafter called "Host", shall be the Member that is responsible for hosting the "WANDERPOKAL" tournament.
Quorum
A quorum for conducting the business of the Board shall be a simple majority of the Members who are participating in the current year's tournament or who have participated in the previous year's tournament. Associates cannot participate in a quorum call.
The Board of Directors
The Board of Directors shall consist of one representative from each Member or Associate. The Host shall chair the meetings.
Voting
Each Member shall have one vote. Associates may not vote.
Duties of the Board of Directors
The Board shall exercise general supervision over all affairs of the Association. The Board shall decide and carry out all Standing Rules. Decisions of the Board shall be determined by a simple majority vote. Phone meetings need a two-thirds (2/3) majority vote. The chair will vote only to break a tie.
Board of Directors Meetings
The Board shall meet once a year at the conclusion of the "WANDERPOKAL" tournament and prior to the stated time of the Awards Banquet. Each Member or Associate may attend with a maximum of one guest. Any Member may call for a special meeting. Special meetings may be conducted by phone.
Records and Minutes
A Record and Minute book shall be maintained by the Host and passed on to the incoming Host. The Host shall maintain minutes of all meetings in legible form. The Record and Minute book shall contain historical tournament results. The Host shall complete all records and deliver the Record and Minutes book to the incoming Host within one (1) month after the "WANDERPOKAL" tournament.
Standing Rules
The Board shall have the responsibility in maintaining the Standing Rules of the association. The Standing Rules shall control the basic parameters by which a Host conducts the "WANDERPOKAL" tournament.
STANDING RULES
| 95-1 | The "WANDERPOKAL" tournament shall be held on the Saturday and Sunday of Memorial Weekend each year. |

| 95-2 | The "WANDERPOKAL" tournament will consist of three (3) divisions so long as there is a minimum of six (6) teams in each division. The divisions shall be called "A", "B" and "C" (voted in as of May 26, 2002). |

| 95-3 | Division "A" shall be for players thirty-five (35) and over. |
| |
| 95-4 | Division "B" shall be for players forty-five (45) and over. |
| |
| 95-5 | Division "C" shall be for players fifty-five (55) and over. |
| |
| 95-6 | A Team players age is determined by age
during that tournament year, and not by birthday. So, as example, to
be eligible to play in the 35 and over division you must be at least
35 during that Tournament year. |

| 95-7 | Division ages as indicated in the Standing Rules cannot be changed until the board meeting of May 2006. |
| |
| 95-8 | The incoming Host shall be the previous
year's winner of Division "A" of the "WANDERPOKAL"
tournament. |

| 95-9 | If the winner of Division "A" is restricted
by the Standing Rules or does not wish to be the host team, then any
Member or Associate may petition the Board for the right to be the
incoming Host Team. |

| 95-10 | No Member or Associate may be the Host in consecutive years unless approved by two-thirds vote of the Board. |
| |
| 95-11 | No Member or Associate from outside the state of California may be the Host more than once in a three (3) year period. |
| |
| 95-12 | The "WANDERPOKAL" tournament may not be hosted outside the state of California in consecutive years. |
| |
| 95-13 | Perpetual trophies shall be maintained for
each division in addition to awards for the following: (a) First,
Second, and Third place in each division; (b) Tournament Top Goal
Scorer; (c) Tournament Best Goalie voted on by the Board; (d) Most
Valuable Player voted on by the Board; (e) Sportsmanship Team voted
on by the Board. |

| 95-14 | Tournament invitations are to be sent to all Members and Associates prior to February 1st. |
| |
| 95-15 | New teams may be invited only when necessary to have even number of teams or to maintain a minimum of six (6) teams per division. |
| |
| 95-16 | All teams shall play a minimum of four (4) games, subject only to weather conditions outside the control of the Host. |
| |
| 95-17 | All teams in a division shall play the same number of games, excluding the finals and semi-finals. |

| 95-18 |
The Host is responsible to provide adequate emergency and first aid care. This means EMT's are on site during play. |
| |
| 95-19 | If a player is asked by any official of the tournament for proof of age, the player shall immediately show a driver's license with photo, a passport with photo, or a photo ID recognized by the United States for border crossing. If a Member or Associate is found guilty of playing an underage player, the following shall be enforced: (a) all games played by that player shall be scored a forfeit; and (b) a fine of $250.00 will be assessed and paid to the Association. |

| 95-20 | Member Clubs shall be clubs that have
participated in ten (10) or more "WANDERPOKAL" tournaments. As of
2003, this list includes: LA Kickers, F.C. Phoenix, San Diego GAS
Kickers, DSV Danubia, Concordia, Harmonie, Real Marin, Chicago
Niedersachsen, Sacramento Turn Verein, Stockton United, Alemania
Vancouver, Conejo 76, SC, San Mateo Brujos and San Diego
Kickers. |

| 95-21 | The tournament shall be conducted by FIFA rules with the following modifications:
- There shall be no over-time played.
- Only in the semi-final and final shall ties be broken.
- Tie games shall be decided by penalty kicks
- Unlimited substitution only at throw-ins, injury time-outs, goal kicks, and half time.
- A win shall be scored 3 points.
- A tie shall be scored 1 point.
- Host may modify other rules with approval by the Members to allow tournament to flow smoothly.
- A team may have as many team members as it wishes; however, a team may only list twenty-one (20) players for any given game.

| 96-1 | After the registration cut-off date (which is published by the Host each year), there shall be no entry fee refunds. |
